Description

At an estimated date of 17 April, this office will issue a solicitation for Construction of Ground Based Strategic Deterrence Integrated Command Center, F. E. Warren Air Force Base, (Cheyenne), Wyoming. This solicitation will use trade-off source selection procedures under the Best-value continuum.



Proposals will be tentatively due on 1 June 2023.



Total construction is expected to last 900 days.



The award type is anticipated to be firm-fixed price (FFP). It is anticipated that FFP, milestone based delivery incentives will be included in the solicitation.



No amount is to be charged for solicitation documents.



This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION.



The construction acquisition method is design-bid-build (construction).



Project Description:



This project consists of renovating an approximate 60,000 Square Foot (SF) facility to support the Ground Based Strategic Deterrent (GBSD) Intercontinental Ballistic Missile mission at F.E. Warren Air Force Base. This project will include a space or spaces constructed to secure area standard Intelligence Community Directive/Intelligence Community Standard 705 (ICD/ICS 705) See 01 14 00 WORK RESTRICTIONS for additional information and requirements. This project will include space or spaces for emergency power, High-altitude Electromagnetic Pulse (HEMP), and Chemical, Biological, Radiological protection measures. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. All work shall be in accordance with RFP documents issued within this solicitation.



The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work within 900 calendar days after receipt of NTP. Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required.



The magnitude of construction costs for this project is between $100,000,000 and $250,000,000.
