Request for Statements of Interest Killdeer Wetlands System Design

The City of Green River, Wyoming is seeking professional engineering services for the design of a capital construction project. Consulting firms with expertise in Civil and Environmental Engineering, including the modeling, design, and construction of in-river structures, and who are interested in providing professional engineering design services to the City of Green River, are invited to submit Statements of Interest related to the Killdeer Wetlands System Design. The City currently operates the Killdeer Wetlands Diversion Structure, located in the Green River just upstream from the City. The Diversion Structure and associated wetland system have been damaged in past high-water events, and are not operating in a manner envisioned or acceptable to the City of Green River and its partnering stakeholders. The Killdeer Wetlands System Design project is funded through a FEMA grant, and additional construction funding has been identified through a variety of sources, including several conservation organizations. The City expects the design process to take approximately one year to complete, after which the selected consultant may be retained for additional construction phase services. The consulting firm selected will work directly with the City of Green River and its partnering stakeholders. Statements of Interest shall include the firm’s specific qualifications, and will be screened on the basis of residency, ability of professional personnel, past performance, willingness to meet time requirements, location, current and projected workload, and previous work for the City of Green River. The goal of the screening process will be to identify qualified firms to provide the requested professional services, with resident firms given due consideration in accordance with W.S. 16-6-1001(b). A “resident firm” must have a working office in Wyoming with the capabilities to complete a substantial percentage of the project work, as demonstrated by the Statement of Interest. Of the firms submitting Statements of Interest, five will be selected to provide more detailed technical and price proposals for the work. A more detailed Request for Proposals will be issued to these five firms. From an evaluation of the technical proposals, three firms will be invited for interviews. The final selection will be made on the basis of price, project specific qualifications, and content of the technical proposals. Firms shall limit their Statements of Interest to a total of 8 pages, single sided. The City of Green River will receive sealed Statements of Interest at the office of the Finance Department, Green River City Hall, 50 East 2nd North, Green River, WY 82935 until 4:00 PM local time on Tuesday, April 11, 2023. No faxed or e-mailed Statements of Interest will be accepted. No submittals will be accepted after that time and date.
