NOTICE OF INTENT TO AWARD SINGLE SOURCE CONTRACT

The 90th Contracting Squadron at F.E. Warren AFB, WY, hereby gives notice of their intent to award a contract to Action Target, on a sole source basis utilizing FAR 13, Simplified Acquisition Procedures in accordance with AFFARS 5313.501 - 10 U.S.C. 2302(b), Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). The 90th Contracting Squadron has a requirement for the following line items which are only available through Action Target, sole manufacturer and authorized distributor/installer of Action Target products:

- 25 EA TCT3 Bullet Plates

- 20 EA TCT4 Heavy Duty Mouth Bottoms

- 20 EA TCT4 Heavy Duty Mouth Tops

- All associated hardware to provide a complete usable system

Additionally, the Contractor will perform a cleaning of the auger system as well as a full system check. Action Target will be responsible for providing all associated nuts, bolts, brackets, etc.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 332313 with a Size Standard 750 Employees Total Small Business Set-Aside.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-04, the DFARS Change 07/20/2023, and the DAFAC 2023-0707.

This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. All information received within seven days of the date of this notice with pricing and sufficient technical documentation to establish bona fide capability (i.e. unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Destination, the Unique Entity Identifier (UEI), the Taxpayer Identification Number (TIN), and the certification of business size) to meet the requirement will be considered by the 90th Contracting Squadron.

NOTE: All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

All responses to this notice shall be submitted electronically by 12:00 pm Mountain Time, on Friday, 1 September 2023, to the Contract Specialist, Lt Andrew Graef, at andrew.graef.1@us.af.mil and the Contracting Officer, TSgt Austin Breault, at austin.breault@us.af.mil.

A determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the 90th Contracting Squadron. Information received will be considered primarily for the purpose of determining whether to conduct a competitive requirement.
