Introduction. The Sheridan Veteran Affairs Medical Center (VAMC) (hereinafter the Agency ) located at 1898 Fort Road, Sheridan, WY, Requires repairs to the designated emergency generator underground storage tank in particular to the UST Monitoring systems interstitial sensor access port and channel which are currently not in alignment hindering operational monitoring of the tank. All repairs shall comply with the EPA s 2015 Revised Underground Storage Tank Regulations and all other Wyoming State and local regulations and requirements that apply. Please refer to the attached specifications and exhibits for location and work. The contractor is responsible for field verification of all measurements and conditions before perforning the work. The contractor shall provide all necessary certifications, labor, equipment, and materials to complete the work. The contractor shall be responsible for submitting a schedule to ensure daily operations are not interrupted or scheduled outages are planned. The final result of this package will be the construction services, building materials, equipment, accessories and items necessary for the UST repairs. A final visual test will be required to be performed by contractor to certified station staff and/or any regulatory representative, as required. Statement of Work. Schedule. All work shall be done in one designated range of time to reduce periods of operational disruption to the maximum extent possible. The construction schedule should clearly indicate construction durations for the repairs and anticipated down time of tank. Contractor shall coordinate with Sheridan station staff to ensure capability for emergency generator operation, utilizing day tank fuel, to ensure generator shall not be offline unless unavoidable for repairs to the tank. Contractor to coordinate with COR and station staff prior to work to reduce fuel storage in tank, as necessary, to ensure safe repair operations are conducted. Work is to be completed during normal business hours. After hours work must be authorized by the VA staff in advance. The contractor is fully responsible to plan and schedule the work far enough in advance so as to minimize impact to operations, minimize after hours work, and ensure seamless transition to new infrastructure. All material and labor costs, including overtime, associated with afterhours work is to be included in the base bid. Objective. The Sheridan VA s main objective is to repair the designated UST, as listed in this SOW, to bring into compliance, with operational requirments of tank and accessories, per applicable regulations. Scope of Work. The contractor shall bring the Agency s UST into monitoring compliance with all requirements including the EPA s 2015 Revised Underground Storage Tank Regulations. Base bid shall be the total price for all work indicated in this Statement of Work. The project includes the following minimum requirements for tank repair and associated components. Fencing of construction site with orange delineators and security tape as a minimum, demolition and access of tank components needed to conduct repairs, repairs and/or upgrades to tank, and before VA acceptance, all compliance testing requirements including, but not limited to, operational testing shall be completed by the Contractor including observation and acceptance by COR, Sheridan station designated staff, and Wyoming s Department of Environmental Quality (WDEQ), if required. Contractor is responsible for all applicable fees, permitting and inspection costs associated with this project. Provide written documentation of all tests conducted and their results. For repair. The following tank is required to have repairs to the access port for the interstitial sensor, (The access port is off center and needs to be centered, the sensor is currently stuck in the interstice space, it will need removed) in order to meet operational testing regulations: 5,000 gallon Xerxes Tank #17 (DEQ designation) located East of building 7 and directly adjacent (south side) of the emergency generator in building 113. The tank shall not require to have any remaining fuel removed, unless deemed necessary by inspection. Repair work should Not require UST to be taken out of service. However, the Omntec control system will be required to be powered down to disconnect the sensor. Once repairs are completed, Omntec system may be turned back on. Underground storage tanks with hazardous materials (Fuel) work is highly specialized with few vendors certified by the state of Wyoming, Department of Environmental Quality, in our area. Mass Tank Inspections & Services, an SDVOSB, installed new tank leak detection sensors in the underground storage tanks across the Sheridan VAMC campus within the last year. They were also contracted, through local purchase, to conduct the annual tank inspections, to meet WYDEQ requirements. They are intimately knowledgeable of the issues preventing the annual inspection to be completed on this tank. Furthermore, the original manufacturer of the underground tank will need to be involved with this project and sign off on any changes to the tank in order for it to maintain its Original Equipment Manufacturer (OEM) certification. Without the OEM signing off on the changes to the tank, WYDEQ could void the certification to operate that tank, which would in turn mean that we would not have backup power available to a critical patient care building. Mass Tank has a working relationship with the tank OEM, which would allow the work to be done on the tank and to maintain its certifications. Prime contractor shall work with Mass Tank Inspections & Services to be compliant with these requirements. General Requirements / Schedule / Period of performance. General Requirements. The vendor shall comply with applicable building codes and VA requirements at the project site, including but not limited to the following. ASME/NFPA 70 National Electrical Code. EPA s 2015 Revised Underground Storage Tank Regulations. OSHA construction regulations. Contractor will notify WDEQ/STP of the repairs/upgrades as required by WDEQ rules and regulations. All other applicable codes and standards. The Contractor is responsible to ensure generator day tank is full prior to taking UST out of service and maintaining the day tank fuel levels in the event the emergency generator runs during the time the main fuel supply is disrupted. The Contractor is solely responsible for providing equipment and material transportation services to move any delivered products to the Agency. Vendor shall provide all vehicles, insurance, drivers, supervision, maintenance, equipment, and operating supplies/tools/services required for the safe execution of the project. The Contractor shall take responsibility for the work quality of all subcontractors involved in the installation. Any damage to Government property as a result of neglect, misuse, abuse on the part of the Contractor or subcontractor shall be the responsibility of the Prime Contractor and shall be replaced/repaired at no additional cost to the Government. Any overtime and/or holiday pay which may be entitled to the Contractor s employees shall be the sole responsibility of the Contractor and shall not be billed to nor reimbursed by the Government. Schedule. Submit a detailed schedule with work breakdown structure showing all work elements including submittals, VA review, and phasing, if required. VA requires 10 working days for all submittal reviews. NOTE:Contractor shall plan on an INITIAL Administrative notice to Proceed for planning, scheduling, and any procurement of materials for the project until such a time, when consistent environtmental conditions allow, a construction notice to proceed will be issued so work can commence. Period of Performance. Upon notice to proceed, the Contractor shall have 10 days to provide the following to the COR for review and approval including but not limited to schedule, submittals, and samples. The total period of construction performance is 30 days.
