Purchase Description: Dell Avamar & Power Protect Implementation



This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. This solicitation will be posted to SAM.gov as a 100% Small Business Set Aside. The 90th Contracting Squadron is issuing this combined synopsis/solicitation, FA461323Q1054, as a Solicitation using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 517111, with a small business

standard of 1,500 employees.



The Government intends to award a Firm Fixed-Price Commercial Award. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAC) 2023-04 effective 2-Jun-23, Defense Federal Acquisition Regulation Supplement DFARS change 17-Aug-23 and Department of the Air Force Federal Acquisition Regulation Supplement DAFAC 2023-0707 change 7-Jul-23.



ALL QUESTIONS must be received by Wednesday, September 13, 2023, at 11:00 am Mountain Time.



REQUIREMENT IS AS FOLLOWS AND PRICE QUOTED SHOULD BE IAW WITH THE ATTACHED STATEMENT OF WORK.



CLIN 0001: The contractor shall provide all management, tools, materials, supplies, equipment, labor, transportation, and all other incidentals necessary for the configuration, functionality testing, and transfer of knowledge for an Avamar Data Store server at F. E. Warren Air Force Base, Wyoming, in accordance with the 90th Telecommunications Installation Criteria Handbook (TIC), and applicable federal, state, local laws and regulations and the Statement of Work (SOW).

APPLICABLE FAR CLAUSES:

All applicable Provisions/Clauses can be found in Attachment 2-FA461323Q1054 Clauses and Provisions. In addition, the following are instructions and evaluation factors specific to this Solicitation.



FAR 52.212-1 (ADDENDUM) ADDITIONAL INSTRUCTIONS TO OFFERORS -

COMMERCIAL ITEMS (m) (Mar 2023)



FAR 52.212-1 is hereby tailored as follows:

a. Any inconsistency between FAR Provision 52.212-1 and the Addendum to FAR 52.212-1 shall be solved by giving precedence to the Addendum to FAR 52.212-1.

b. After receipt of quotes the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few quoters as it, in its discretion, deems appropriate.

c. The term “offeror” or “offer” as used in FAR 52.212-1 shall be understood to mean “quoter” and “quote,” respectively. Further, the term “award” shall be understood to describe the Government’s issuance of an order.

d. The Government will consider all quotes that are timely received and may consider late quotes. Failure of a quote to address any items required in the submission package may make a quote unacceptable.

e. Paragraph (b) of FAR Provision 52.212-1, Submission of Offers, is amended as follows:

In addition to the quote submission requirements stated in FAR provision 52.212-1, quoters shall provide the following as part of the quote submission package, no later than the required time and date for quote submission:



Cover Letter- Vendor must include the following information:

a. Company Name

b. Small Business Status/Categories as appropriate

c. Company point of contact with email and phone number

d. CAGE Code & Unique Entity ID

e. A statement that your company understands all the requirements in this Solicitation and as specified in theStatement of Work (SOW).

f. A statement that your company does or does not take exception to any of the

requirements of the SOW or terms/conditions of this Solicitation.

g. A statement indicating expiration date of quote/proposal.

h. Discount Terms (payment terms such as Net 30).

i. NAICS code(s) - State if your company is registered under SAM with NAICS 517111

j. Complete the Technical Factor and Price Factor as described below.



f. Technical Factors shall include the following at a minimum:

a. A complete work plan/schedule detailing the installation overview and timeline of the completion

of the requirements in accordance with IAW the Attachment 1-

FA461323Q1054 Statement of Work. Project to be completed within 60 calendar days from contract award.

b. List of personnel supporting this requirement showing a minimum of 3 years work experience with

Dell Avamar Certification IAW the Attachment 1- FA461323Q1054 Statement of Work.

c. Test Plan IAW the Attachment 1- FA461323Q1054 Statement of Work.

d. Warranty IAW the Attachment 1- FA461323Q1054 Statement of Work.

g. Price Factors shall include the following, at a minimum:

a. A clear detailed breakdown showing ALL labor (i.e. engineering, installation,

project manager, etc.), direct and indirect costs, required to

complete the requirements IAW the Statement of Work. Include a

detailed breakdown showing a list of materials (quantity and unit prices),

equipment/tools, travel, direct and indirect costs, etc. required to complete

the requirements IAW the Statement of Work and terms and conditions of this

solicitation.



The contractor shall submit a written technical and price quote before the due date and time stated in the Solicitation. Per FAR Subpart 4.1102, offerors are required to be registered in System of Award Management (SAM) at the time an offer is submitted. Failure to do so will result in the offer being deemed ineligible for award.

EVALUATION CRITERIA: Award decision will be based upon the offeror representing the lowest priced technically acceptable offer to the Government in accordance with FAR 13.106 considering the following factors: Technical Factor and Price Factor



FAR 52.212-2: Evaluation - Commercial Products and Commercial Services (Nov 2021)

FAR 52.212-2 is hereby tailored as follows:



(a) The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award decision will be based upon the offer representing the lowest priced technically acceptable offer to the Government in accordance with FAR 13.106 and the following factors.



i. TECHNICAL FACTOR

1. The technical quote shall include a clear description of your company’s understanding

of Attachment 1, SOW, its requirements, specifications, and means to complete the

project.

2. This shall include:

a. A complete work plan/schedule detailing the installation overview and timeline of the completion of the

requirements in accordance with (IAW) the Statement of Work. Project must be completed within

60 calendar days from contract award.

b. List of personnel supporting this requirement showinga minimum of 3 years work experience with Dell

Avamar Certification IAW the Attachment 1- FA461323Q1054 Statement of Work.

c. Test Plan IAW the Attachment 1- FA461323Q1054 Statement of Work.

d. Warranty IAW the Attachment 1- FA461323Q1054 Statement of Work.



An offer must be rated “technically acceptable” in order to be eligible for award. A “technically unacceptable” rating will deem the proposal ineligible for award. The Government will utilize the information provided by the offeror in making a technical acceptability determination. If an Offeror’s technical quote is determined to be technically unacceptable, no further evaluation will be conducted.



The technical evaluation factors upon which an offeror’s technical quote will be evaluated and the respective standard of acceptability for each of the technical evaluation factors are set forth below. The following adjectival ratings and rating definitions will be used to assign a rating for each technical factor and an overall rating to each technical quote.



Adjectival Rating

Acceptable - Meets all requirements of the Solicitation and indicates an adequate or more than adequate approach and understanding of the requirements in accordance with the Statement of Work.

Unacceptable - Does not meet requirements of the solicitation and contains one or more deficiencies.



ii. PRICE FACTOR



a. Pricing must meet the requirement/specifications in FAR 52.212-1 of this Solicitation. The Offeror shall provide a detailed breakdown of materials, labor, equipment and other costs associated with completing this requirement IAW the Statement of Work (Attachment -1) No additional information from the offeror will be required if the price is based on adequate price competition. In the event adequate price competition does not exist, the contracting officer will obtain information from the offeror to the extent required to determine the reasonableness of the offered prices.

b. The Government will evaluate quotes for acceptability but will not rank the quotes by non-price factors. If the Government receives fewer than three (3) quotes, all quotes will be evaluated for Technical Acceptability. If the Government receives three (3) or more quotes, the Government will only select the three (3) lowest priced quotes to evaluate for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if it is in the Government’s best

interest to do so.

c. Deleted

d. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified

expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
