Description
The National Park Service is issuing this sources sought as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for the Sagebrush Pathway Connector Project located in Teton County, WY near Jackson, WY. Additional information regarding the requirement is available in the Project Description below.

The result of this market research will contribute to determining the method of acquisition. The applicable North American Industry Classification System (NAICS) code assigned to this acquisition is 237310 Highway, Street, and Bridge Construction. NAICS code 237310 has a size standard of $45M.

There is no solicitation at this time. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred.

The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources sought notice and on other market research, this requirement may be set aside for small businesses or procured through full and open competition. The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice.

Interested parties who consider themselves qualified to perform the work detailed in the Project Description are invited to submit a response to this sources sought notice by 1700 ET on March 20, 2024. All responses under this notice must be emailed to cecilia_mitchell@nps.gov.

PROJECT DESCRIPTION:
The Sagebrush Pathway Connector Project is located in Teton County, WY near Jackson, WY, adjacent to the intersection of Sagebrush Drive and Spring Gulch Road in Teton County. This project will provide a pedestrian connection between the Roundabout at Gros Ventre Junction on US Hwy 26/89/191 with the Jackson Hole Community Pathways system at Jackson Hole Golf & Tennis. The project includes the development of a 0.8-mile, 10-foot wide pathway designed for pedestrian use. The project also includes four box culverts placed within irrigation ditches with riprap armoring, and the creation of a small parallel parking pullout sufficient for approximately five vehicles alongside Sagebrush Drive.

The construction timeline is divided into two distinct phases to accommodate environmental and operational considerations. The initial phase is anticipated to be completed in fall of 2024, aligning with the seasonal cessation of irrigation activities, facilitating the installation of the four box culverts. This timing is crucial to avoid disruption to local water management practices. The subsequent phase is anticipated to begin in late June 2025, extending through the fall, and focusing on the completion of the pathway, parking facilities, and all associated site amenities. The National Park Service may consider an alternative schedule but the project must be completed in 2025 and environmental mitigations must be met. The current structured schedule ensures minimal impact on the local ecosystem and community, while maximizing efficiency and effectiveness in project execution.

- The surrounding area is adjacent to US Hwy 26/89/191 and the Jackson Hole, WY airport which has an average daily traffic of roughly 14,500 vehicles.
- The construction site is approximately 15 miles from the nearest lodging facilities and approximately 25 miles from the nearest suppliers. During the summer, anticipate traffic to and from suppliers through the town of Jackson, WY.
- All equipment and materials entering Grand Teton National Park must be inspected for invasive weeds by NPS staff.
- The roadways adjacent to the work will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize impacts to the traveling public. Given the proximity of the site to adjacent community housing, night work will not be permitted.
- The site requires protective measures to ensure the surrounding area remains undisturbed and wildlife are minimally impacted.
- The anticipated period of performance of 365 calendar days including a winter weather shutdown of approximately 160 calendar days during which no site work should be anticipated. Irrigation ditches are typically without water by early October. In 2025 work cannot begin prior to June 3, 2025 due to environmental mitigations.
