This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE.



The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH COMPANY BONDING CAPABILITY (SINGLE JOB) FOR A CONSTRUCTION COST LIMITATION WITHIN THE RANGE OF PROJECT MAGNITUDE LISTED BELOW. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions for this project.

Magnitude of Construction: Disclosure of the magnitude of construction, as prescribed in FAR 36.204 is between $5M and $10M.



PROJECT Location and Description:

The F. E. Warren Geothermal Generation Project is a comprehensive initiative aimed at exploring and characterizing the presence and productivity of geothermal resources at F. E. Warren AFB, east of Cheyenne, Wyoming.



The project involves drilling a geothermal well to measure the thickness and test the properties of the Hartville Formation and the underlying formations, such as the Guernsey, Flathead, and Pre-Cambrian Formations. The drilling is planned to reach a maximum measured depth of 14,000 feet (see Attachment).



The conceptual design of the well, as depicted in the attachment and subject to minor modifications before the request for proposals (RFP) is released, aims to comprehensively measure the temperature, pressure, and productivity of the formations described in Section 1, with a particular focus on the Hartville Formation. Any contractor interested in providing the services must be self-sufficient and have the ability to meet installation security requirements.



The project execution envisions an integrated approach, with the contractor drilling and completing the well as illustrated in the attachment. The project will also require a well test to evaluate critical resource parameters such as formation temperature, pressure, and productivity, along with evaluating reservoir fluid composition. Additional criteria for drilling, completions, and testing will be outlined in a forthcoming Request for Proposal.



Project Award Date: Projected to be awarded by 30 September 2024



Submission Details:



All interested, capable, qualified (under NAICS code 237110) responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in projects of similar nature as described above. Narratives shall be no longer than 12 pages. Email responses are required.



Please include the following information in your response/narrative:

  • Business size to include any official teaming arrangements as a partnership or joint venture

  • Describe your companies experience in geothermal well drilling and projects you have completed. Please provide specific examples or case studies to illustrate your expertise in this area.

  • List the capabilities of your rig(s) in terms of drilling, monitoring, and testing of this type of well, as illustrated in the provided documentation? Please detail the specific features or technologies of your rig(s) that make them suitable for this project?

  • Share details about your experience in other drilling projects you have completed? Explain how these experiences contribute to your proficiency in handling similar projects?

  • List any specific experience working in the Wyoming area? Explain how this local experience enhances your ability to successfully execute projects in this region?

  • List any active operations and/or a supply base in or near Wyoming? Where are these operations located and how would they support this project?
