NOTICE OF INTENT TO AWARD SINGLE SOURCE CONTRACT, FA461323Q5511

The 90th Contracting Squadron at F.E. Warren AFB, WY, hereby gives notice of their intent to award a firm fixed price purchase order to Advantor Systems Corporation, , on a single source basis utilizing FAR 13, Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(1)(i), only one responsible source and no other supplies or services will satisfy agency requirements. The 90th Contracting Squadron has a requirement to provide an upgrade to the Advantor Security System already in place. There is a requirement for services that include the following: Provide and install a security panel, a high security door switch, ceiling mounted PIR, and Keyed fixed Duress button that complies with Air Force security requirements and communicates with the Base Defense Operations Center. Advantor Systems Corporation and their technicians are the only company certified to perform maintenance or provide new parts for systems currently deployed as directed by the 90 MW/CC in the 90 MW Integrated Defense and Antiterrorism Plan GM2023-01(90 MW Plan 31.1 ID_ATP). The plan states: "Advantor - utilized across the 90 MW to protect PL-4 assets and other functions deemed necessary. This system annunciates at BDOC" (90 MW 31-1 ID_ATP, 2023).

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE the intended procurement is classified under NAICS code 561621. The size standard as defined by the U.S. Small Business Administration is $25.0 M.

REGULATORY AUTHORITY: The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-04, the DFARS Change 07/20/2023, and the DAFAC 2023-0707. All Line Items:

This notice of intent is not a request for competitive proposals; a solicitation document will not be issued. All information received within seven days of the date of this notice with pricing and sufficient technical documentation to establish bona fide capability (i.e. unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Destination, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size) to meet the requirement will be considered by the 90th Contracting Squadron.
