REQUEST FOR PROPOSAL FOR GLENN ADDITION DESIGN PROJECT

The City of Rawlins, a Wyoming Municipal Corporation (“City”), is hereby soliciting sealed proposals for the purpose of selecting qualified firm(s) to provide civil engineering and professional consulting services for the Glenn Addition Design Project.

Introduction

This project is currently budgeted in FY 2023 and FY 2024. The Honorable Mayor and City Council have determined that moving forward with the design of a water distribution system for the Glenn Addition is critical to the city’s water infrastructure.

The Glenn Addition is an agricultural development within the city limits of the City of Rawlins. The existing water distribution system is not functioning and is needing replaced.

Scope of Work

Engineering and Survey proposals are requested to perform the following scope of work:

Field Survey

The professional services to be provided by the Consultant under this Agreement shall be to provide professional land surveying services as necessary. The scope of work for each project shall be identified in the Project Work Directive from the options below. Accuracy and content of the land survey and related work products shall conform to the current WYDOT Survey Manual and the Right of Way Manual. Surveying services shall be accomplished in units of measurement of U.S. Survey feet.

Level II - Land Survey

Professional services to be provided by the Consultant under this Agreement shall be to locate land corners, property corners, lot and block corners, and highway monuments; and produce a record of survey. The survey shall be in accordance with Wyoming Department of Transportation manuals, policies and procedures, and applicable federal and Wyoming state laws, guidelines and standards. General services to be provided by the Consultant shall include, but not be limited to:

  1. Locate U.S. Public Land Survey System corners.
  2. Locate lot, block and property corners.
  3. Produce electronic coordinate files.
  4. Produce a record of survey.

Survey Reports and Specifications

  1. Work Products:
    1. The record of survey shall be provided as an email attachment or on disc in PDF format printable to 11" x 17" sheet size. Optional to the PDF format, the record of survey shall be provided in hard copy on paper 11" x 17" sheet size.
      1. Electronic coordinate files shall be provided in conjunction with the final record of survey. Said files shall be provided in AutoCAD™ and Civil3D™ formats (including but not limited to .dwg & .fbk) processed for plan reference ready for direct input into the Civil3D as a native file type
      2. Electronic files containing the survey line work shall be submitted with the coordinate files in Civil3D™ format .dwg format. The line work shall connect all survey points designating rights-of-way, property lines, Section/aliquot lines, subdivision lines, etc. and shall comply with Wyoming Department of Transportation standards.
    2. Electronic files shall be provided as an email attachment or on disc.
    3. One copy of each work product shall be submitted to the City of Rawlins City Engineer
    4. Presurvey Conference
      1. A presurvey conference shall be held in the field. The consultant shall attend the Presurvey conference prior to any right of way or survey work.
    5. Local Project Control
      1. Survey the required project control (centerline/baselines and elevation reference) as required. Prepare a control survey diagram showing graphical representation of all monuments used for control. Tabulate coordinates and physical descriptions of all found monuments and other physical evidence.
    6. Land Survey/Boundary Survey
      1. Tie aliquot, property and other land monuments to the control survey. Prepare a Land Survey Control Diagram showing graphical representation of all found aliquot, property and land monuments and their relationship to the project control. Tabulate the coordinates and physical description of all found monuments and other physical evidence.
    7. Topographic Survey
      1. Collect the data required to produce a planimetric map. Features located will include, but not be limited to signs, mailboxes, fences, driveways, curb cuts, curbs, sidewalks, and edges of pavements.
    8. Terrain (Relief or Elevation) Survey
      1. Collect elevation data and submit in TMOSS format. Natural ground elevations shall be as specified. Cross sectional survey of streets every 25 feet 100’ swath within the platted area
      2. Collect survey data on existing main where it intersects with the platted boundary up to the existing tap for the distribution lines.
    9. Utility Survey
      1. Locate utility poles, manholes, valves, pedestals, guy wires, and other visible utility features. Survey underground utilities as marked by the utility companies. Determine invert elevations of manholes and vaults and survey the locations of utilities exposed by “potholing”.
      2. No utility survey is required of existing water distribution lines as these will be abandoned.
    10. Hydraulic Survey
      1. Locate culverts, storm sewer pipes, inlets, vaults, manholes and determine invert elevations. Locate inlets and determine invert elevation of pipes. Accomplish drainage situation surveys for designated culverts and bridges. Channel survey every 25 feet along Sugar Creek.

Engineering Design

  1. Complete survey including site topographic, existing utilities, and boundary survey necessary for completion of the detailed final design.
  2. Preliminary and final design to include working with City ROW, landowners and stakeholders impacted by the installation of the Glenn Addition Water Project. City staff will coordinate local input and direct engineers to incorporate input into the water distribution system design.
  3. Preliminary and final design. Engineer will prepare detailed drawings and specs using Wyoming Public Works Standards, 2015 version, sufficient to obtain a DEQ Permit to Construct. The City of Rawlins design standards will also apply.
  4. Submittals and Document Finalization. Submit draft plans and specifications at the schematic, 70% and 90% design stages for City review. Submit final documents to City and DEQ with permit application (if required). Address review comments and produce final documents for project execution.
  5. Engineer will provide an estimate of probable construction cost at the 70% and final design points. Cost estimate line items will substantially match the final contract document bid form.
  6. Engineer will conduct a detailed quality control review of the design documents. This review will focus on constructability and overall quality of the contract plans and specifications. Comments will be summarized and presented to the design team.
  7. This RFP is for the final design including specs and preparation of a project/bid package to let the project to a responsible contractor. The Construction Engineering Phase of the Project will be let under a separate contract.
  8. Progress meetings will be expected, phone or in person, on a bi-weekly basis.
  1. Proposals must be received no later than 2:00pm, Mountain Time, on August 3rd, 2023. Proposals will be publicly opened at that time. Once opened, proposals will be filed for public inspection and become the property of the City.
