REQUEST FOR PROPOSALS FOR PROFESSIONAL

FINANCIAL AND COMPLANCE AUDIT

THE CITY OF RAWLINS will receive proposals from qualified independent certified public accounting firms for professional audit services of its general-purpose financial statements and related disclosures for the purpose of expressing an audit opinion relative to the fairness of the presentation in accordance with accounting principles generally accepted in the United States of America. The proposal shall be for a three-year period beginning with the audit of the year ending June 30, 2024, through the audit of the year ending June 30, 2026. Proposals must address all items listed in this request for proposals.

General Submission Requirements

1. Two copies of sealed proposals are required. The proposals shall not be opened until after the final submission date and hour noted below. Submissions shall become the property of the City of Rawlins without obligation. The City of Rawlins reserves the right to reject any or all proposals submitted.
2. Submission of a proposal indicates acceptance by the firm of the conditions in this request for proposals, unless clearly and specifically noted in the proposal by the firm of the conditions in this request for proposals.
3. There is no expressed or implied obligation for the City of Rawlins to reimburse firms for any expenses incurred in preparing proposals in response to this request.

1. Proposals must be received no later than 2:00 pm Mountain time on March 14, 2024. Proposals will be publicly opened at that time. Once opened, proposals will be filed for public inspection and become the property of the City.

1. In order to be considered for award, each proposal must include the following items:

1. A cover sheet indicating an interest in proposing for audit services to be provided to the City of Rawlins, reflecting the proposer’s intent to comply with all terms, conditions, and specifications set forth in the solicitation, signed by an authorized officer of the proposing firm.
2. A signed attestation form, which is set forth on page nine (9) of the solicitation document, providing written assurances of the proposer’s ability to meet the required criteria for selection.
3. A list of references for similar audit services provided for similar clients. References should include any municipal governments provided services in the last five years.
4. A copy of any standard Audit Services contract used by the firm.

1. If any person contemplating submitting a proposal for the contract has a question concerning any provision of the proposal documents, the question should be submitted to the Finance Director. The person submitting the request will be responsible for its prompt delivery. Oral interpretations or statements cannot modify the provisions of the proposal documents. Any interpretation of the proposal documents will be made only by a written addendum, duly issued and a copy of the addendum will be mailed or delivered to each person receiving a set of proposal documents from the City. The signing and returning a copy of the addendum with the proposal must acknowledge receipt of an addendum.

1. It is anticipated that the selection of a firm will be completed within fifteen (15) days. Following the notification of the selected firm, it is expected that an engagement letter will be executed between both parties within 10 days of approval.
2. The audit contract may commence immediately upon execution of the proposed agreement.
