CITY OF RAWLINS, WYOMING

REQUEST FOR PROPOSAL FOR IMPLEMENTATION OF A NEW INTEGRATED SOFTWARE SOLUTION

The City of Rawlins, a Wyoming Municipal Corporation (“City”), is hereby soliciting sealed proposals for the purpose of for the implementation and ongoing use of a new financial suite to help us modernize processes, procedures, and controls.

Background:

Rawlins is a unique and vibrant city full of genuine and resilient citizens. Located on Interstate 80 in central Wyoming, Rawlins has a population of around 8300 and a total area of just over eight square miles. Incorporated in 1886, the City of Rawlins is a full-service city that operates on an FY 2022-2023 budget of $23,402,164 with 121 FTEs across seven departments.

Scope of Work:

The City of Rawlins, Wyoming, is soliciting proposals for the implementation and ongoing use of a new financial suite to help us modernize processes, procedures, and controls. Currently, the city uses Caselle. While this system has served us well, over time, it has constrained efficiency and does not include all the features we would like to see in our financial suite.

The City’s goal is to implement an integrated software solution to comprehensively manage our funds through accounting software, our workload through work orders across departments, and our assets through inventory and asset management. We wish to eliminate duplicate data entry, increase overall efficiency, and provide real-time data to City leadership for better decision-making.

Our goal is to have the software operational by the start of the next fiscal year, July 1 ^st , 2024.

Proposals must be received no later than 2 pm, Mountain Time on Tuesday, November 21 ^st , 2023. Proposals will be publicly opened at that time. Once opened, will be filed for public inspection and become the property of the City.
