PUBLIC NOTICE IS HEREBY GIVEN THAT THE CITY OF RAWLINS, a Wyoming Municipal Corporation
will receive sealed bids in accordance with the properly issued bid documents. Bids will be received in the City Clerk’s Office at City Hall, P.O. Box 953, 521 W. Cedar Street Rawlins, WY 82301, until 2:00 p.m. on Tuesday, June 29, 2021, at which time bids will be publicly opened. No faxed or email bids shall be considered and no bids will be considered which are received after the scheduled time. All bids shall be on separate City Bid Forms and in sealed envelopes clearly marked with the name of the project “Recreation Center Re-Carpeting Bid” in the lower left-hand corner.
The “Base Bid Specifications”, “Bid Form”, “Invitation to Bid” “Agreement” and Wyoming Statute §15-1-113 are by reference made a part of the bidding documents and integral to this invitation to bid. The City of Rawlins reserves the right to accept deviations from the specifications and to waive any and all formalities or technicalities in the bidding in the sole discretion of the City. The City reserves the right to reject all bids or accept any bid, which in its sole and absolute judgment, shall under all circumstances best serve the City's interests. Bidders must use the City of Rawlins Bid Form. This project requires that each bid must be accompanied by a bid security payable to the City for 5% of the total amount of the bid, to be forfeited to the City as liquidated damages, if the Bidder is awarded the Contract and fails to enter into an Agreement with the City within thirty (30) days from notification.
The City may require up to forty-five (45) days after the opening of the bids for acceptance of the winning bid accordingly all bids shall remain open for forty-five (45) days after the day of the public bid opening. The City will award this bid to the lowest responsible bidder who has met the minimum requirements and who is determined to be qualified in the sole discretion of the City. The successful Bidder shall perform the work and furnish a performance bond in the amount of 100% of the contract price with a corporate surety approved by the City.
Contractor shall guarantee all materials and equipment furnished and work performed for a period of one year from the date of final acceptance. The performance bond shall remain in full force and in effect through the guarantee period.
Preference is hereby given to materials, supplies, agricultural products, equipment machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state. Resident Wyoming laborers, workmen and mechanics shall be used upon all work in this contract whenever possible.
